Investigate Comb Cutter speed #356

Hi, I'm running into an issue where Comb Cutter doesn't seem to be affecting the mine speed or drops for blocks. Any ideas what could be causing this?

Waiting on more info from user on modloader, mc version, and bumblezone version. As well as what modpack they are using.

Otherwise, will do light testing with bumblezone alone on only 1.20.1 and 1.20.4 some other day

At least if the user in past actually gave me the info I needed
