Account settings (e.g. proxy) are not effective until reboot #3

Description Account settings are not effective until reboot.

To Reproduce Steps to reproduce the behavior:

  1. Open an exists account settings
  2. Change anything (e.g. proxy settings)
  3. Navigate back (trigger save)
  4. Check the changed property effect (e.g. connect with the new network settings)

The bug is not in the settings page. The issue is that libaccounts has no mechanism to inform its Telepathy plugin counterpart about the new account IM service configuration.
