Create a README #7

A README would be very useful to know a bit more about this project.

For example: a short description and goals, what are the differences between telepathy-gabble and telepathy-nonsense, which XEP are (to be) supported, how to contribute etc.

A long time ago, I have create this issue: https://github.com/TelepathyIM/telepathy-gabble/issues/8

And there are now XEP-0412: XMPP Compliance Suites 2019 ;)
