Profile Sync create single sync job when user logs in #3

Currently when either sync job (Full/Incremental) fails there is not a good alternative of sync'ing user profiles.

Pros

If there could be a single job run when a user logs in their profile will at least more likely be correct.
Errors in profile sync jobs will have another fail safe
Logged in users will have updated profiles
Cons
Errors in Full/Incremental Jobs may go unnoticed
May create many jobs affecting the job service performance at peak times
