I would like new users to understand how the 3% Refundable proposal fee requires at least 20% yes votes

Text could be added to the degree of, "Proposal Must Have 20% Yes Votes for Refund of Fee"

I think this alone would help educate the vast majority of users the small risk of paying a proposal fee and what to expect, incase they can't get it back.
