Options to promote LFG #10

Bot should provide a few methods to promote user's LFG in general chat.

Suggested methods:

  1. Auto-promote when new LFG is created
  2. Promote by user action. User should RMB on own LFG and choose "Promote LFG"

This feature should be toggleable by admins (do this when we add options to change settings in runtime)
