V3 restructure updates

Updates to the v3-restructure branch. Working model with python 3.11 and pyomo 6.7.

This update:

• establishes the use of the updated core dependencies
• uses types throughout for easier integration
• has cleaned-up import structure
• reduces sizes of some large sets through use of validation schemes
• improves performance of some of the slower constraint constructions
• introduces the use of .toml files for configuration
• introduces the notion of using a sequencer to control the build actions in a more linear fashion
• sets the groundwork for later extension modes like MGA, myopic by identifying them more clearly in the config and flow
• adds to the testing structure
• starts to reformat some files with ruff formatter with settings in pyproject.toml
