This commit adds MGA capability and an example config file that exercises it. Users can use mga_utopia.toml to exercise the MGA functionality on a built Utopia database. It is advised that users rebuild utopia.sqlite from utopia.sql before doing this because some tech categories are updated (only affects MGA) to produce better MGA run.
