dot-circle icon for a "broken circle"

• [x] Only requested a single icon (or a few near-identical ones) in this issue.

Usage

A dot-circle icon can be used to indicate that something is happening. In the context of a messenger app it would indicate that a message is being sent

The above fits with the dot-square and dot-triangle icons

It would need to match the smaller standard circle size, but would work okay with 2dp sized circles

Eh, both the proposal and the idea of using 2dp circles doesn't match our existing dots-* icons. I've added one that does:

That should satisfy this request and keeps us in the same style as the other icons.
