Added a version of the newspaper icon that denotes a new item. Burst pattern taken from the appbar.visualstudio.news icon.

I can't accept the pull at this time. It has to fit inside of the circle. :crying_cat_face:

I'll pull this in and modify it this weekend when I get some time.

Sorry man, forgot about the fact that it had to fit in the circle. I shrunk it and adjusted it, see if this is OK.
