Generalize the base class, subclass, controls, etc. by allowing time t as an input.

Ensure each relevant method allows this
Ensure subclasses allow this
Ensure tests account for t variable
Ensure docstrings include t variable
Infinite horizon problems can have the same argument structure, but just don't use the t variable
Implement terminal cost
Modify bvp boundary condition for transversality condition

Note: finite horizon direct method requires implementation of LGL method
