可能是网络问题？重试一下试试？

用的腾讯云主机，国内网络是否要做相应处理？

我不太熟腾讯云，你试下能不能 wget 到 tf 的代码。

试了很多次，总是下载不完tf，网络问题，能否提供一个能手动下载tf 的bazel 的编译方法。

手动下载 bazel 依赖挺麻烦的，可以看下个这篇文章，仅供参考。
