Enable npx-command for configuring Tenderly verifications in a hardhat project

• Brings tenderly-hardhat-init executable (bin)
• The command modifies the existing hardhat.ts file by:
  • adding imports of @tenderly/hardhat-tenderly and dotenv
  • adding a tenderly network to the config.networks
  • adding tenderly project config
  • installing @tenderly/hardhat-tenderly and dotenv if not already installed
