When down storage comes up before import cluster then is dumping ETCD with cluster data #721

As per the new un-manage proposed logic (https://github.com/Tendrl/commons/pull/1079 )we are aging to skipping the un-manage flow for down nodes. But if down nodes come up before import the cluster again then it will dump the ETCD with cluster data.
