Provide a way to expose the time series data in time-series db to the Tendrl/tendrl-api

• The performance-monitoring application should expose rest apis to enable access to the performance data in time-series db.
• The tendrl-api proxies to the apis exposed by tendrl-api and hence is agnostic to specifics of time-series db.
