Add a spec for validation of default config files #96

We may consider to specify and implement ci checks for default config files across all tendrl repositories to prevent unnecessary issues like this one: https://github.com/Tendrl/node_agent/issues/109

Such check may contain:

making sure that the file ends with a new line
syntax of the file is ok (to prevent syntax error during parsing)
