CAP REQ multi-prefix userhost-in-names #45

We need to get multi-prefix and userhost-in-names enabled before joining channels so that the NAMREPLY message gives as much information to us as possible for the channel plugin (and other plugins) to be able to consume.

This depends on issues #48.

Couldn't actually require userhost-in-names as most servers don't have it. But multi-prefix is now required.
