Update irc-socket to v.3.x.y #48

This is a breaking change, but only for config files. Plugins that don't use the built-in config values that irc-socket used won't have to change, which is the majority of plugins.

Completed on master and the v3 branch. Need to update documentation still.

Documented. In many places.
