Move Nickname Tracking object to Plugin #49

There's no real reason for this not to be a plugin instead of a base object.

It started as an object as the idea was that the plugin system was only for non-base functionality, but I've come to see that there's no reason not to base everything on the plugin system, since it's powerful enough to do this.

Done on development branch. Just have to add documentation for it as a base plugin.
