Description

Adjusting the background values for tooltips according the new Covalent UX

What's included?

Angular based tooltips theme fix
Component based tooltip themeing fix

Test Steps

[ ] npm run start
[ ] then open the docs and test any button with a tooltip
[ ] thennpm run storybook and open the local app to the tooltips story

General Tests for Every PR

[ ] npm run start still works.
[ ] npm run lint passes.
[ ] npm run stylelint passes.
[ ] npm test passes and code coverage is not lower.
[ ] npm run build still works.
