Fix dependencies for presto-admin-devenv #27

The most recent version of Sphinx no longer supports python 2.6 (which is the default for Centos 6, which this image is based off). Pin more dependencies so that the build works.

The newer version of setuptools and pip need to be installed earlier because otherwise, Fabric doesn't install right.
