Upgraded covalent-quickstart to use Covalent Beta 3.

What's included?

remove td-charts and deprecated code
update to covalent beta.3
update to angular v4.0.0
update cli to 1.0.0
update ngx-charts to 5.0.0
change <template> to <ng-template> for ng 4
