Add an optional spawn gap setting, preventing cities from generating in the world spawn #64

Adds a setting to DynamicCities which prevents cities from spawning within a specified distance of spawn. This setting can be modified in the Advanced Game Create menu. "World spawn" is assumed to be at (0, 0, 0), this will not change if the player's spawn changes.
