Adds ModuleTestingEnvironment tests to automate the rail blocks test plan.

Tests

Single rail
Straight rails
Corner rail
Tee rail
Slope rail
Double slope rail

Testing Methodology

After a rails block is placed, the following checks are performed:

The block's family URI matches that of the rails block family ("rails:rails" as of date)
the block's URI's identifier matches the string representation of the expected bitflag matching the expected sides it should connect to
