Make `ModuleTestingEnvironment` and `CoreAssets` dependencies optional

Only references to CoreAssets are in tests. Health has ModuleTestingEnvironment as optional dependency as it's only required for testing (see https://github.com/Terasology/Health/blob/develop/module.txt#L9).
