There are often WQs in the city of Dazar'alor, but these can be easy to miss as they don't appear on the Zuldazar zone map. Zooming out to the "world map"/Zandalar map that shows all 3 zones of Zandalar does also show the Dazar'alor city WQs.

Notice the two WQs in the city that don't appear on the zone map, but only appear on the full island/world map and the city map.
I assume this is something that affects many more zones/sub-zones across the game, including Boralus.
