It was useful when nodes were containing also the cluster settings.
This class is not useful anymore with the current model and constraint.
When attaching nodes or stripes, we attach the nodes or stripe objects directly to the new cluster so cluster-wide parameters are not impacted.
Also, we can only attach nodes or stripes in diagnostic mode that are not part of a "bigger" cluster (no node stealing)
