install custom tc properties into kit #1076

tc.properties

Going with a tc.properties is OK, but only if the tc.properties file is created when the kit is created (which is I thunk in a maven task before the integration tests run. Same in gradle projects). There are some tals already there to setup a kit.

@myronkscott : good news, everything works fine now, except one unstable test: DetachInConsistency1x2IT#test_detach_active_node. This is a timeout issue, so I added a third commit to fix it.

This test is still failing, but I understand now... There was a bug in the detach command (see 3rd commit).
