Config for Diamond Ore and Gold Ore rarity in magma chambers #255

So I'm in a private SMP server with very few mods, and due to the insanely high ore count in magma chambers the owner has banned the use of mining ores from them. There needs to be a config to change the noise limits for generating each type of ore in the chamber.
