This pull request updates Terrestria to Minecraft 1.17.

Sorry, didn't meant to be rude. Just wanted to know if a 1.17 version is still worked on or if it is postponed to 1.18. I just read this for Cinderscapes, but on the other hand Traverse got the 1.17 update, so I'm curious ...

It's being worked on, but we don't have any sort of timeline on when it may be done. If it's not done by the time 1.18 comes out (which I find unlikely but still), then it probably won't get a 1.17 release.

Last time I've tried the Oasis didn't exist and some plants didn't gen iirc

Not that I know of. I don't think anyone is working on Terrestria anymore. With 1.18 changing so much about worldgen, its future is a bit unclear as well.
