Update to Minecraft 1.18 #268

This initial port is based on #266 and https://github.com/TerraformersMC/Terraform/pull/45, and will be missing most world-gen features until the Terraform APIs are updated.

I'd like to help out with the updates anything that still needs to be done, I assume the Bryce Tree, Jungle Palm, Saguaro Cactus and Yucca Palm still have issues?
