This PR passes tests locally, but needs

[x] landlab/landlab/pull/1128 to be merged, fixing an indexing bug
[x] landlab/landlab/pull/1130 to be merged, permitting setting of erodibility coefficients.
[x] a new landlab release
[x] updating the dependencies here to indicate whichever release number occurred
