This includes numerous fixes to the radio code:

Switched to the RadioHead library since it has better documentation and Raspi support
Removed dynamic memory allocation from radio code
Removed dynamic memory allocation APRSMsg
Added an additional EncodingType with no encoding to help with debugging
Separated APRSEncodeFunctions.h into a header and cpp file
Reworked RFM69HCW constructor
Removed an overload of RFM69HCW.begin()
Updated radio tests to work with changes

Additional changes:

Added Radio to State
Added transmit code to main.cpp
Added heading to State, MAX-M10S, and GPS
Added Arduino Uno platformio configuration for debugging
Fixed typo in MAX_M10S.h
