Fix Kalman Filter to be dynamic and consistent #77

Make the Kalman Filter changes talked about on Friday to be more consistent with Payload and to be more expandable (in theory).

Also make the changes in the Avionics code to then implement this modified Kalman Filter library (with config file of functions and so on)
