Documentation or scripts for starting Terrastories in a Windows environment #201

The convenience scripts added via PR 110 don't seem to work in Windows, and the previous documentation consisting of the manual process (docker-compose build, docker-compose run tilebuilder, docker-compose up -d nginx) was taken out.

We should either figure out how to make the convenience scripts work in Windows, or re-add the documentation for Windows users.
