this file needs to be included in AREMI, so that the analytics will be available on the platform for the ABBA/Bioenergy layers

At the moment this will not work on IE11 due to https://github.com/TerriaJS/terriajs/issues/4256.

Hi, sorry this took so long, i finally managed to migrate the service to google cloud platform and fix all lingering issues and loose ends gist is at https://gist.github.com/Jason-DNetto/c65d2199646f25e57ecf05b235fb3441 Ian O'Hara would like you to share the testing environment with the group and lastly my employment at QUT ended, so I can only be contacted via my personal email.
