NOM test site not loading files

Hi guys, The NOM test site (http://ci.terria.io/vt_custom_region_mapping/#clean&https://gist.githubusercontent.com/elangham/5966c96a04f1a52a677e339a13a74717/raw/4c4b3090984ab1a940e3be74ba12a12777606876/nom-regions-review.json) is not currently loading and displaying files. The following occurs:

• On Firefox Version 74.0 I get the error: “Unable to load CSV file. See the csv-geo-au specification for supported CSV formats.”
• On Chrome Version 80.0.3987.149 I get no error and the file loads (after a long download period) with legends visible, but the layer does not actually display.

Nothing about the test site or the upload data has changed since it was working last year, so it must be that the supporting infrastructure it plugs into has evolved?

I believe we were getting the same CSV errors on the public AREMI site in December but Rowan found the bug, as noted in attached email thread.
