Update SDMX layers from 2011 to 2016.

https://github.com/TerriaJS/InvestorMap/issues/220 is one specific example of an ABS dataset which should be updated from 2011 to 2016.

These datasets are managed in sdmx-abs.csv. It looks for some at least, it may be as simple as:

• Replace "ABS_REGIONAL_ASGS" with "ABS_REGIONAL_ASGS2016" (which I figured out by going to the equivalent updated dataset in http://stat.data.abs.gov.au/, then doing an SDMX export to see what's in its url)
• Replace "{{name}}_code_2011" with "{{name}}_code_2016"
• Updating the URL that looks like http://www.abs.gov.au/AUSSTATS/abs@.nsf/Lookup/1379.0.55.001Explanatory%20Notes12009-13?OpenDocument with something like http://www.abs.gov.au/ausstats/abs@.nsf/exnote/1410.0
• Updating the "dataflow url" from ABS_REGIONAL_ASGS to ABS_REGIONAL_ASGS2016
• Set the "regionDimensionId" to "ASGS_2016" instead of blank.

Maybe. Let's hope.

I don't know how many datasets are eligible for this, or how it relates to upcoming census updating.

Even within the narrow range of ABS_REGIONAL_ASGS layers that only works on a few.

It seems to work ok for: Solar installations, Number of Businesses, Land Use - Agricultural Commodities, Estimates of Personal Income.

It doesn't work for Energy supply and generation, Bankrupts, Regional Internal Migration

(I don't know what's going on with Method of Travel to Work, it's meant to be in a group called "Person" which doesn't exist?)

I think I won't touch these for now until we have a chance to do a bigger update.
