Switched to esbuild for bundling
New watch mode that bundles, typechecks, tests and lints code on any changes to files.
New helper scripts in package.json (eg yarn check-dev-env to see if the plugin environment is setup correctly).
Tested and working on Windows.

Requires the ambient-types branch of terriajs.
