Thicker border lines #2867

from user feedback:

I was looking at local government areas in NSW. Had a bit of problem understanding the boundary lines. Suggestions:

Make the boundary lines bolder and thicker Need labels - had no idea which LGA i was looking at..

I think all our boundary datasets are WMS, so this isn't something we can change. It has to be changed in the style on the server.
