We are removing the Data61 GNAF geocoder from TerriaJS as we are discontinuing the service.

This issue is for removing the Data61 GNAF geocoder from being a default geocoder in TerriaJS. All the custom code for using it can also be removed.

Once removed and a new TerriaJS is released, we need to upgrade all the maps in this issue: #3608
