stop user from being able to enter terrain #4108

It probably makes sense to stop the user from entering terrain - I have never had a use for seeing anything from below.

Is it terrain itself or 3D tile datasets?

@meh9 add steps to reproduce this problem

You can go underground with the compass.

  1. load 3d map terrain on http://ci.terria.io/mobx/
  2. observe that you can go under terrain with compass

Compass may be fixable (to prevent going underground)

Action: include in our help video to show them to use the "reset zoom" button if they get stuck underground. (cc @alyce @AnaBelgun )

I note https://github.com/CesiumGS/cesium/pull/8572 is set for the April Cesium release (1.68) so this may be worth a bit of thought.

As a user I do envisage being able to navigate 3D geology models in some capacity in the future. Though to date I haven't seen any models in a helpful format for Terria.
