[EPIC] Filter by location v2.0 #4580

Issue

When selecting a point for the Filter by Location feature, the location marker doesn't update, meaning it's unclear if the feature worked or not. Participants didn't notice at first the reference to their selected lat and long in the workbench. The accuracy of the Filter by Location feature is problematic, as participants ended up being shown imagery for a location outside of the area they had selected. This happened at various zoom levels, but was worse at a closer zoom as the imagery would appear off-screen and no changes would be visible, so the participants assumed the function doesn't work.
