Turn prerendering on by default #4936

Once all of terriajs+terriajs-server is released properly, we should bump terriamap and ensure sensible defaults so that our users can get prerendering by default

Also perhaps might need to section off the defaults and set some threshhold of catalog items detected before it will decide not to prerender by default.

I'm all for this as long is it doesn't impact on static TerriaMap dev/deploy experience
