Support Win7 taskbar features #305

We should support Win7 taskbar features for:

1. Updating the lists will show a progress bar and overlay

2. Generating the cache will have a progress bar and overlay

3. Taskbar should have an overlay icon if possible (maybe PeerBlock 2)

4. Tasks/thumbnail toolbar to block/enable/update/etc PeerBlock
