Peer block won't re-open. #328

What steps will reproduce the problem?
1. Close peer block while it is running.
2. Error message pops up. 
3. Try to open again, but error message pops up. 

What is the expected output? What do you see instead?
You should be able to close it and then open it up later, but I keep getting an 
error message when I do.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
PeerBlock 1.0.0 (r181)
32 (win XP)

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.

Please try out our Beta Release - I believe this bug was Issue #80, already 
fixed in our Beta Release train and due to be in our upcoming 1.1 Stable 
Release.
