Start-up delayer for Peerblock? #338

I have a suggestion to make.
Could you include in your next Peerblock release a startup delayer as a 
feature? 
Both my PC's rely on 3G wireless tethering and I don't have a huge pipe for all 
my apps to
get updates simultaeneously. 
I have tried generic startup delay programs but they never seem to work.
