Current problems:

hooks are triggered twice when booting (not when compiling fact)

The problem remains unsolved. Still, managed to copy & paste some unexported functions from ghc to make code look nicer and avoid a gigantic runPhase. So closing for now.

A thin wrapper WithIRs is available. There's a workaround to prevent the hooks being invoked twice.
