This makes outside background tiles ignore solid walls. This was the behavior in the old autotiling system, so this brings that behavior back.
Also, it seems like I made a mistake while originally writing the "make autotiling base" code. This commit fixes the warp background turning into solid tiles when you switch to a different tileset.
