Change translation reload keybind from F12 #1089

The keybind to reload translation files (which, to be fair, is only active if the translator menu is enabled) is F12, which conflicts with Steam's default screenshot keybind of F12. We should find another keybind since our keybind is hardcoded and can't be changed and we shouldn't force the user to change their default screenshot keybind.

I propose that we remap this to F8. It's next to F9, another keybind that reloads stuff (reloading assets in the editor).
